PM-SETU Expansion Gains Momentum with ₹1,237 Crore Industry Push for ITIs

Delhi: The Centre has approved the nationwide expansion of the PM Scheme for Upgradation and Modernisation of Industrial Training Institutes (PM-SETU), backed by strategic industry investments worth ₹1,237.58 crore. The latest approvals pave the way for transforming 200 ITI clusters across India, with major participation from companies including Jindal, ArcelorMittal Nippon Steel India and Apollo MedSkills.

The fourth National Steering Committee (NSC) meeting on PM-SETU approved the transition of the programme from its pilot phase to a nationwide rollout, marking a significant step in strengthening India’s technical education ecosystem. The meeting, chaired by Skill Development and Entrepreneurship Secretary Debashree Mukherjee, also focused on simplifying implementation and encouraging greater industry participation in upgrading ITIs.

A key outcome of the meeting was the clearance of Strategic Investment Plans (SIPs) worth ₹1,237.58 crore. These investments will support the modernisation of multiple ITI clusters through partnerships between state governments and leading industry players, with the objective of improving infrastructure, training quality and employability.

In Odisha, Jindal Naveen Jindal Awasar Limited has been selected as the anchor industry partner for an ITI cluster led by Government ITI Barbil. The proposed investment for the cluster stands at ₹240.21 crore.

In Gujarat, ArcelorMittal Nippon Steel India will anchor the Government ITI Surat cluster, supported by an investment of ₹240.18 crore.

Telangana will see three approved ITI clusters. Apollo MedSkills Limited will lead the Government ITI Old City cluster with an investment of ₹241.01 crore. Sri Siddhartha Infratech & Services Pvt. Ltd. (SSISPL) will anchor the Government ITI Patancheru cluster with a proposed investment of ₹275.24 crore, while Neuland Foundation will support the Government ITI Sangareddy cluster with an investment of ₹240.94 crore.

The committee also endorsed measures aimed at making implementation smoother, expanding public-private collaboration and increasing institutional support for the programme.

PM-SETU is one of the Government of India’s flagship initiatives focused on modernising Industrial Training Institutes through industry partnerships, upgraded infrastructure and future-ready curricula. With the latest approvals, the programme is set to accelerate skill development across states while aligning vocational education more closely with evolving industry requirements.
