Government Signs Five MoUs to Expand Support for India’s Startups

New Delhi, India: The Department for Promotion of Industry and Internal Trade (DPIIT), under the Ministry of Commerce and Industry, has signed five Memoranda of Understanding (MoUs) aimed at improving digital infrastructure, entrepreneurship, technology access, mobility innovation and investment opportunities for startups.

The agreements were signed with Cashfree Payments, Darwin Dynamics LLP, Vultr India Pvt Ltd, Cars24 Services Private Limited, and the Council for Startup India (CSI).

Under the partnership with Cashfree Payments, DPIIT-recognised startups will gain access to digital payment and payout infrastructure, financial technology solutions, identity verification and risk-management services. The collaboration also covers areas such as compliance, fraud prevention, KYC, cross-border transactions and emerging payment technologies.

The agreement with Darwin Dynamics LLP focuses on expanding entrepreneurship opportunities across Tier II, Tier III and rural regions. It includes mentorship, institutional networks, market access and capacity-building initiatives, with attention to sectors such as clean energy, green hydrogen, artificial intelligence, climate technologies and advanced manufacturing.

DPIIT has also partnered with Vultr India Pvt Ltd to improve startups’ access to cloud infrastructure. Eligible startups will be offered cloud credits, preferential pricing and technical support, alongside training and technical sessions covering cloud computing, storage, databases, Kubernetes, networking and application deployment.

The Cars24 partnership targets innovation in mobility and automotive technology. It will support startup mentoring, mobility and auto-tech skilling, AI-focused technology programmes, innovation challenges and hackathons. The initiative also includes opportunities for investment evaluation and ecosystem engagement.

The fifth MoU, with the Council for Startup India, is aimed at strengthening investment readiness and helping startups expand into domestic and international markets. Areas of cooperation include corporate engagement, CFO matchmaking, global market access, governance, financial readiness, compliance and international innovation partnerships.

DPIIT said the agreements are intended to improve access to infrastructure, finance, mentorship and commercial opportunities for recognised startups while strengthening India’s broader innovation ecosystem.
