Microsoft Outlines Digital Trust Measures to Support India’s AI AmbitionsMicrosoft has announced a set of governance, cybersecurity and skills-development measures aimed at strengthening trust in India’s expanding digital ecosystem. The initiatives include a new advisory council for public-sector and critical infrastructure customers, revised compliance procedures and a commitment to train 10 million Indians in artificial intelligence (AI) by 2030.The measures were outlined on October 9, 2025, at the Microsoft Leaders Forum: India’s Digital Future. The company said the steps were developed through engagement with government stakeholders, policymakers and customers.
The company has established the Microsoft Public Sector and Critical Infrastructure Customer Council to facilitate discussions on technology policy, contractual arrangements and emerging security requirements. The council will be chaired by Puneet Chandok, President of Microsoft India and South Asia, and will include engagement with sectors such as healthcare, energy and financial services.
Microsoft has also revised its risk-based compliance framework. The updated procedures include additional validation checkpoints, escalation mechanisms and cross-functional oversight intended to help maintain service reliability amid changing geopolitical conditions and regulatory requirements.
On contractual transparency, Microsoft said it would use best efforts to notify customers if foreign government orders require services to be suspended. It also intends to challenge such orders through legal channels, seek injunctive relief where appropriate and work with customers to preserve data access and reduce business disruption.
Data protection and infrastructure security form another part of the plan. Microsoft highlighted its Cloud for Sovereignty offering and partnerships supporting hybrid AI deployments with local service providers. The company said its privacy measures are aligned with India’s regulatory requirements and that it would continue working with public-sector organisations on cyber resilience.
Skills development is also central to the commitments. Microsoft reported that it had enabled AI skills for 5.6 million people in financial year 2025, as part of its target to reach 10 million Indians by 2030.
Planned programmes include AI micro-degrees for vocational education, AI Centres of Excellence for women in higher education, capacity-building initiatives for civil servants and support for startups, social enterprises and developers.
These efforts build on Microsoft’s January 2025 announcement of a $3 billion investment in India’s cloud and AI infrastructure over two years, alongside a broader plan to train 10 million people by 2030.
The measures focus on governance, service continuity, data protection and workforce readiness as India advances its AI ambitions. Their implementation will involve continued engagement with government bodies and organisations operating critical infrastructure.
