BRICS leaders adopted the New Delhi Declaration after the grouping’s 18th summit in New Delhi on September 12–13, 2026, outlining areas of cooperation spanning global governance, finance, trade, technology, sustainable development and international security. The summit was held under India’s 2026 BRICS chairship.
The declaration calls for changes to the international multilateral system, including greater representation of developing countries in global institutions. BRICS members reaffirmed their support for reform of the United Nations Security Council and backed the aspirations of Brazil and India for permanent membership.
Economic and financial cooperation formed another major part of the document. Leaders supported continued efforts to reform institutions such as the International Monetary Fund and World Bank to give emerging markets and developing economies greater weight. They also backed further work to strengthen the BRICS Contingent Reserve Arrangement and improve cross-border payment systems.
The declaration noted ongoing work by the BRICS Payment Task Force on cross-border payments and interoperability between payment and messaging channels. It also supported discussions on trade and investment settlements using local currencies, while recognising that member countries may follow different approaches based on their national priorities.
BRICS leaders also highlighted cooperation in science, technology and innovation, including work through thematic working groups and the BRICS Science and Research Repository. The declaration identified technology and innovation as areas that can contribute to economic and social development, while stressing respect for national laws, data security and intellectual property rights.
The document addresses sustainable development, resilience and preparedness, including stronger early-warning systems and risk-informed planning. It also calls for more resilient supply chains and greater participation by developing countries and emerging markets in higher-value segments of global production.
The summit marked 20 years of institutionalised BRICS cooperation. China is set to chair BRICS in 2027 and host the next summit, according to the declaration.
